Update from my Google Salesman (I'm done calling them reps or support) after 1 week of digging, "B/c my daily budget was $300 it can spend 4x the daily budget if it thinks it will get conversions". It spent 1295 (thats over 4x) & got zero convs all day (w/ $75 target cpa bid).
